Good Response in Emergency Press Release May 11, 2001 The Commandant of the United States Coast Guard presents award to MORAN Towing. The Commandant of the Coast Guard takes pleasure in presenting the COAST GUARD MERITORIOUS TEAM COMMENDATION to: THE MOTOR VESSEL PIONEER EMERGENCY RESPONSE TEAM For service set forth as follows: CITATION: "For exceptionally meritous service at 0100 on June 5, 2000 during the emergency response to the break-away and grounding of the M/V PIONEER on the Piscataqua River, Newington, New Hampshire. Upon notification of the incident, the PORTSMOUTH PILOTS launched an immediate response and MORAN TOWING initiated a personnel recall and responded rapidly with the tugs EUGENIA MORAN, FELLS POINT, and E.F. MORAN, JR. The PORTSMOUTH PILOTS and MORAN tugs were on-scene within 45 minutes of the incident. Once aboard the M/V PIONEER, the pilots initiated a damage survey and took immediate steps to prepare to tow the vessel to deeper water. The PORTSMOUTH PILOTS transported inspectors from COAST GUARD MARINE SAFETY FIELD OFFICE PORSTMOUTH to the PIONEER and provided a thorough briefing on the condition of the vessel and made their recommendations for the vessel to anchorage. This accurate assessment and professional recommendation enabled the CAPTAIN OF THE PORT to make informed decisions regarding the movement of the M/V PIONEER. The PISCATAQUA RIVER COOPERATIVE responded and removed thousands of feet of parted mooring lines from the water and prepared to delpoy boom. These extraodinary measures enabled the tugs to safely maneuver while attempting to refloat the grounded vessel. Under the direction of the PORTSMOUTH PILOTS and with the assistance of the MORAN tugs, the vessel was refloated within 90 minutes, a truly remarkable feat in these early morning hours. After approximately one hour of stemming the current, the vessel was safely moved to the anchorage, where Coast Guard personnel conducted an exhaustive investigation into the cause of the incident and a thorough damage survey of the vessel. As a result of the rapid early morning response and professional competence displayed by all responders, there was no damage to the pristine environment of the Piscataqua River, no personnel injuries, or further damage to the M/V PIONEER. The professionalism, pride and devotion to duty displayed by all responders to this incident are in keeping with the highest traditions of the United States Coast Guard."
