Moran’s Participation in U.S. Coast Guard Demonstration Earns Citation for Merit The U.S. Coast Guard has awarded a citation of merit to Moran for the company’s participation in the Coast Guard’s Crew Endurance Management System (CEMS) demonstration project. Moran is the only firm in the harbor-based towing industry to have participated in the project. The citation is the latest in a long historical record of Coast Guard awards and commendations issued to the company since its founding. CEMS, which was developed by the Coast Guard, is a systematized program of proven practices for optimizing the safety of crewmembers and the marine environment. The program is designed to reduce accidents and marine casualties by identifying and managing human risk factors for fatigue — stressors like heavy workloads, irregular work hours, extreme temperatures, and extended separation from family members. The Coast Guard used the CEMS demonstration project to track and evaluate the progress of CEMS implementation and results at numerous participating shipping companies over extended time frames. The study’s findings were presented in a report to Congress and the Department of Homeland Security. Moran committed its Baltimore and Hampton Roads (Naval Operations) fleets to the demonstration, enabling the Coast Guard to track the fleets’ CEMS implementation progress and results over a 14-month period beginning in October 2004. More than 30 Moran crewmembers participated, providing critical data on CEMS training, implementation and effects on onboard operations; according to the Coast Guard report, the data clearly indicated that crew endurance could be optimized by effectively managing the key risk factors that degrade performance among towboat personnel. |
